1. General provisions

The Register of Members of Political Organizations Information System (hereinafter referred to as POLONR IS) is an information system designed for administering, managing, and providing data on members of political organisations in accordance with legal acts.
This page sets out the terms of use, data processing principles, user rights and obligations, as well as security and liability provisions applicable to all persons using POLONR IS and the related external POLONEPP environment.
By using the system, users acknowledge that they have read and agree to comply with these Terms.


2. User authentication and access

2.1. Authentication

Access to the system is provided using national identity verification methods:

  • Authentication via VIISP (State Information Resources Interoperability Platform);
  • Authentication via iPasas.

Only properly authenticated users may perform actions related to membership in a political organisation, establishment applications, or the management of organisational data.

2.2. Right to perform actions

Each user in the system is assigned a role (e.g., natural person, member of a political organization, representative, head, authorized person, register administrator).
Access to functions and data depends on this role and the associated responsibilities.


3. Processed data and their sources

POLONR IS processes only the personal data necessary to administer membership in political organisations and to perform functions defined by legal acts.
The system uses data from related register information systems:

  • Population Register Information System – name(s), surname(s), personal identity code, citizenship, place of residence, death data;
  • Register of Legally Incapable Persons and Persons with Limited Legal Capacity Information System data on legally incapable persons or persons with limited legal capacity;

  • Register of Legal Entities Information System – legally required data on political organisations;

  • Address Register Information System – address validation;

  • Other register information systems – only to the extent provided by legal acts.

POLONR IS does not collect excessive or unnecessary data.


4. Purposes of data processing

The purposes of data processing in POLONR IS include:

  • registration, removal, or updating of membership data of a political organization member;
  • receipt, evaluation, and decision-making regarding membership applications;

  • assessment of applications for establishment of political organisations;

  • provision of data to other information systems within the scope defined by legal acts;

  • preparation of statistical reports and aggregated data;

  • provision of notifications to users about status changes;

  • ensuring audit and security requirements.

The system complies with the GDPR requirements; personal data is stored only as long as necessary to perform its functions.


5. User rights

Each user has the right to:

  • access their personal data stored in POLONR IS;
  • request correction of inaccurate or incomplete data;

  • request restriction of data processing under conditions defined by legal acts;

  • monitor who viewed their data (using the Who has accessed my data? feature in the POLONEPP environment);

  • submit applications for the change or termination of membership.

Registration or participation in a political organisation is a voluntary decision of the individual.


6. User obligations

Users must:

  • use the system only for lawful and legitimate purposes;

  • provide accurate and up-to-date data;

  • not allow others to use their login credentials;

  • ensure that POLONR IS information is not used unlawfully or against the individual’s will.

Any attempts to access data without a legal basis are prohibited.


7. Security and liability

7.1. Data security

The system implements modern information security measures:

  • data encryption and protection during transmission;
  • role-based access control;

  • audit logs;

  • automated incident logging mechanisms;

  • protection against unauthorised activities.

The system is developed and maintained in accordance with ISO 27001 and national information resource security requirements.

7.2. Liability

The Register administrator is responsible for the technical operation of the system, data security, and proper data processing.
The user is responsible for actions performed using their login credentials.


8. Provision of data to third parties

Data are provided to third parties only:

  • where required or permitted by legal acts;
  • when necessary to perform functions provided for by law (e.g., to the Central Electoral Commission of the Republic of Lithuania, law enforcement authorities);

  • when a person applied for data provision.

Data is not provided to private individuals or organisations without a legal basis.


9. Cookies and technical data

The POLONEPP external system may use cookies and other technical identifiers:

  • essential functional cookies (to maintain sessions);
  • security cookies (to protect against automated requests).

Cookies do not collect excessive or personally identifiable data.


10. Changes to the terms

The Register administrator has the right to update these terms of use in the following cases:

  • amendments to legal acts;
  • introduction of new system functionalities;

  • updates to security requirements.
